The questions submitted in your letter of the 20th ultimo, touching the construction of the Act of July 14, 1870, "to reduce Internal Taxes, and for other purposes," were referred by me to Mr. Hill, Assistant Attorney General, whose opinion, approved by me, with certain qualifications, I herewith transmit.
