Sir:
Referring to the letter to this Department from Mr. Smith, Acting Secretary of the Interior, dated the 16th day of May last, which has not received an earlier answer for reasons which I have stated to you in person, I herewith transmit copies of a circular letter from this Department to the District Attorneys, which I trust will accomplish the objects which the Commissioner of Pensions has in view.
