The question submitted to this Department in your letter of the 9th instant, in referrence to suits commenced in Montana against Internal Revenue officers by Andrew J. Davis, has been referred by me to Assistant Attorney General Hill, whose opinion, approved by me, I have the honor herewith to transmit.
