Sir: Your letter of the 29th inst. enclosing papers pertaining to a claim by E.[J?]. Rowland, supposed to be fraudulent, has been received—and I have the honor to inform you that I have transmitted the papers to the District Attorney of the Northern District of New York, in which the offence seems to have been perpetrated, with instructions to institute a prosecution.
