Secretary of State.
Sir:
I have received your letter of the 5th instant, enclosing the copy of one to you from Mr. Ashton, Agent for the U.S. before the Commissioner of the U.S. and Mexico, and have the honor to inform you that the U.S. Dist. Attorney for California has been instructed to obtain the affidavit of Mr. Castro, if it will contain the desired facts.
