Sept. 11, 1871. Hon. W. W. Belknap, Secretary of War. Sir: I have the honor to acknowledge the receipt of your communication of the 7th inst. transmitting further papers in relation to the fraudulent transactions of Lieut. B. F. Wayne. Said papers have been sent to the U.S. Dist. Attorney of Kentucky, for his action. Very respectfully, &c A. T. Akerman, Attorney General.
