Sept. 12, 1871 Hon. B. R. Cowen, Acting Secretary of the Interior. Sir: I have the honor to acknowledge the receipt of your letter of the 7th inst. on the subject of a supposed murder of two Indians, near Alexandria, Minnesota, and to enclose a copy of my letter of instructions to the U.S. Attorney for Minnesota in relation thereto.
