Sept. 13, 1871. Hon. W. W. Belknap, Secretary of War. Sir: I have the honor to transmit herewith a copy of a letter addressed to this Department under date of the 9th instant, by Richard Crowley, Esq. Attorney of the U.S. for the Northern Dist. of New York, relative to the case of one A. B. Williams, indicted for murder committed within the boundaries of Fort Niagara, and to request that the wishes of Mr. Crowley in this matter may be complied with, as far as in your judgment the interests of the Government and the rules of your Department will allow.
