Sept. 18, 1871. Hon. B. R. Cowen, Acting Secretary of the Interior. Sir: I have the honor to enclose herewith, for such action as you may deem proper, a copy of a letter addressed to this Department under date of the 13th instant, by Logan H. Roots, Esq. U.S. Marshal for the western District of Arkansas, relative to postponing the sale of the Government Reservations at Fort Smith. Very respectfully, B. H.
