Sir:
I enclose herewith a copy of a letter addressed to this Department, under date of the 6th instant, by the Secretary of War.
Our records give no information upon the subject to which the Secretary refers. As it appears to have some connection with the Court of Claims, I desire to know if you have had any correspondence with the War Department upon the subject,—and if so, that you will explain why such correspondence was not transacted through this Department.
