Oct. 10, 1871. Hon. Hamilton Fish, Secretary of State. Sir: I am directed by the President to request you to issue a commission appointing James W. Fisher to be Chief Justice of the Supreme Court of the Territory of Wyoming, in place of John H. Howe, resigned; this Commission to be dated the 1st proximo. Very respectfully, B. H. Bristow, Solicitor General, & Acting Attorney General.
