Oct. 13, 1871. Hon. Hamilton Fish, Secretary of State, Sir: I am directed by the President to request you to issue a commission appointing Charles Chesley to be Solicitor of Internal Revenue in place of William Mc Michael, appointed Assistant Attorney General of the United States.
