Oct. 18, 1871. Hon. A. T. Akerman, Attorney General, Yorkville, S. C. Failing to receive any communication from you since the proclamation of warning was signed, I prepared a proclamation suspending the writ of habeas corpus in the nine counties in South Carolina named in the first, and by direction of the President it was issued yesterday.
