Sir:
I have the honor to enclose herewith for your information the memorial of Fanny Oaksmith, widow of Sidney Oaksmith, relative to an alleged claim of her late husband against the Republic of Hayti for the balance due upon contract with that Republic for the sale of the iron clad "Atlanta."
