Oct. 28, 1871. Hon. W. W. Belknap, Secretary of War. Sir: Referring to your letter of the 29th of August last, relative to a fraudulent claim presented by one E. S. Rowland, late 2d Lieut. 2d Missouri Light Infantry, for a horse and equipments alleged to have been lost in action, I now have the honor to enclose for your information a copy of a communication upon the subject addressed to this Department under date of the 24th instant, by Richard Crowley, Esq. the Attorney of the United States for the Western District of New York.
