Sir:
I have the honor to transmit the copy of a letter dated Oct. 9, 1871, from Mr. Ashenfelter, U.S. Attorney for New Mexico, suggesting the necessity of a law affixing a penalty for purchasing cattle from persons unlawfully trading with Indians.
As this subject especially appertains to your Department, I submit the suggestions of Mr. Ashenfelter to your consideration
