Nov. 9, 1871. Hon. Wm. W. Belknap, Secretary of War. Sir: I have the honor to acknowledge the receipt of your communication of the 7th instant, transmitting papers relating to an attempt of S. G. Burbridge, to perpetrate a fraud upon the Quartermaster's Department by making out a false claim, et cet.,—and to inform you that the papers have been transmitted to the District Attorney of Kentucky for proper action.
