Nov. 14, 1871. Charles C. Beaman, Jr. Esq. Examiner of Claims at Dept. of State. Sir: In compliance with your letter of the 9th instant, I enclose herewith a copy of the Opinion rendered by Acting Attorney General Talbot, on the 31st of August, 1870, relative to the protection by the United States of vessels purchased by a citizen of a foreign power, &c.
