Nov. 14, 1871. Hon. Hamilton Fish, Secretary of State. Sir: I have the honor to acknowledge the receipt of your letter of the 13th instant enclosing the copy of a note from Mr. Parkenham, Chargé d'Affaires of Great Britain relative to the arrest of Robert Latham, a British subject, by the U.S. authorities in Union County, S. C., and to say that I have applied to the District Attorney of S. C. for a report of the facts, which I will communicate to you as soon as received. Very respectfully, &c. A. T.
