Nov. 16, 1871. Hon. Hamilton Fish, Secretary of State. Sir: I am directed by the President to request you to issue a Commission appointing Horace H. Harrison Attorney of the United States for the Middle District of Tennessee, in place of R. McPhail Smith suspended—in accordance with the enclosed Executive order. Very respectfully, A. T. Akerman, Attorney General.
