Nov. 18, 1871. Hon. W. W. Belknap, Secretary of War. Sir: I have the honor to acknowledge the receipt of your letter of the 17th instant, transmitting additional papers relating to the fraudulent transactions of B. F. Wayne late Lieutenant and Regimental Quartermaster of the Third Kentucky volunteers and to inform you that they have been forwarded to the Attorney of the U.S. for Kentucky, to whom the papers previously transmitted by you in this case have been sent.
