I herewith transmit for the information of the proper officers of the Treasury Department the copy of a part of a letter dated November 1st, 1871, received at this Department, from C. W. C. Rowell, Esq., Dist. Attorney for Arizona Territory in relation to the supposed default of the late Marshal, Mr. Phelps.
