Nov. 23, 1871. Hon. Hamilton Fish, Secretary of State. Sir: I herewith transmit for your information the copy of a letter dated Nov. 1st, 1871, from C. W. C. Rowell, Esq. District Attorney for Arizona, in relation to alleged misconduct of Mr. Coles Bashford, Secretary of that Territory. Very respectfully, A. T. Akerman, Attorney General.
