Sir:
Referring to your letter of the 13th instant, enclosing the copy of a note from Mr. Pakenham, the Chargé D'Affaires, of Great Britain, relative to the arrest of Robert Latham by the U.S. Military authorities in South Carolina, I have the honor of herewith transmitting to you the copy of a letter on that subject, from D. T. Corbin, Esq., U.S. District Attorney for South Carolina.
