Nov. 29, 1871. Hon. Hamilton Fish, Secretary of State. Sir: I herewith transmit for your information a copy of a letter of the 27th instant, from Mr. Noah Davis, U.S. Attorney for the Southern District of New York, in relation to the case of Wm. O. C.
