Sir:
I am directed by the President to request you to issue a commission (agreeably to the enclosed resolution of the Senate,) appointing George Andrews to the office of Attorney of the United States for the Eastern District of Tennessee; George C. Bates to the office of Attorney of the U.S. for the Territory of Utah; and James Neville to the office of Attorney of the U.S. for the District of Nebraska.
