Dec. 16, 1871. Hon. Wm. W. Belknap, Secretary of War. Sir: I have the honor to acknowledge the receipt of your letter of the 13th instant, enclosing certain papers relating to bidders who failed to perform their bids, for the delivery of hay, etc. at Fort McHenry; and to inform you that the District Attorney of Maryland has been directed to institute suits against the defaulting parties. Very respectfully, &c. A. T. Akerman, Attorney General.
