Dec. 18, 1871. Hon. Wm. W. Belknap, Secretary of War. Sir: I have the honor to acknowledge the receipt of your letter of the 14th instant, enclosing papers relating to a horse-claim of George Hall No. 15869, which is believed to be an attempt to defraud the Government; and to inform you that the U.S. Attorney for the Eastern District of has been directed, if he should ascertain that the claim is fraudulent, to proceed against the guilty parties.
